Thanks to Italian Notebook, the bagpiping mystery has been solved. Apparently the players were Zampognari.

that's hilarious. Seems however you do not share Italian Notebook's love for Zampognari.... I shared a flat with a guy who played the pipes in Edinburgh. Mercifully he practiced indoors with a 'chanter' which is like a recorder (or the pipes without the bags), but when he practiced outside our flat with the bags included... different story. That said, he could play!
Those first two Zampognari were tuneless, but we have since heard better ones who actually seemed to carry a melody. Although the music is better when tuneful, I don't envy you the pipe player roommate!
